PERM

Program Electronic Review Management — the labor certification process for most EB-2 and EB-3 cases.

PERM is the Department of Labor process by which an employer proves no qualified U.S. worker is available for the offered position. It is filed on Form ETA-9089 and is a prerequisite for most EB-2 and EB-3 I-140s (but not EB-2 NIW or EB-1).
